From the International Committee for Reconstruction (IRC), made up of the MPR of Brazil, the MIT of Chile, Insurgency of Paraguay; Corriente Obrera de USA and the GOI of Argentina, who have been working together with other groups and leaders from various countries, from America, Europe and Africa, call for an International Conference to be held on November 23 and 24, 2026.<\/p>\n
We make this appeal to those organizations and leaders who, around common bases and principled agreements, agree on the need for the construction\/reconstruction of a democratically centralized International, on the path of advancing in the reconstruction of the Fourth International.<\/p>\n
When we talk about reconstruction, we do so in the sense that we are not starting from scratch, but rather rescuing the programmatic and methodological bases with which the IWL-FI was founded, as we stated in the founding manifesto of the IRC of December 2025:<\/p>\n
“For this reconstruction we do not start from scratch, we start from the Foundational Theses and the Statutes of the IWL and the updates that we have made in recent decades within our current<\/strong>, such as:<\/em><\/p>\n \u2013\u00a0 Understanding of the processes of restoration-revolution in Eastern Europe. As well as the restoration processes in the former Chinese and Cuban Workers’ States.<\/em><\/p>\n \u2013\u00a0 The actuality of the Dictatorship of the Proletariat as the center of the revolutionary program;<\/em><\/p>\n \u2013\u00a0 The permanent confrontation with the Popular Front or class conciliation governments and the reformist and neoreformist currents;<\/em><\/p>\n \u2013\u00a0 The role of revolutionaries in bourgeois parliaments and elections;<\/em><\/p>\n \u2013\u00a0 The fight against machismo and all forms of oppression, with a program of class independence;<\/em><\/p>\n \u2013\u00a0 The importance of revolutionary morality;<\/em><\/p>\n On all these issues it is necessary to continue studying, and some updates may be necessary, but they are already firm pillars on which to lean. Another fundamental starting point is the need to build national organizations and an international one with democratic centralist functioning, where there is ample internal democracy, on the one hand, and firm discipline for external action and intervention, as set out in the Statutes approved at the founding congress of the IWL-FI.”<\/em><\/p>\n We address this appeal specially to all those who faced the methodological degeneration of the leadership of the IWLFI, which changed the character of that organization, culminated in the expulsion of critics and led to the explosion and dispersion of the International that we built for 43 years.<\/p>\n The fact that we claim the foundational bases of the IWL-FI does not mean that we intend to build the International only with those who come from the Morenoite current, but also with all those with whom we advance on common programmatic and methodological bases.<\/p>\n We sign this call, revolutionary militants from different countries united, in the first place, by the conviction that humanity has no future under capitalism and that it is necessary to destroy this system in order to build a socialist society. This process will not happen spontaneously, which is why it is necessary to build an international revolutionary leadership and national organizations in different countries, capable of orienting and leading the workers and the popular masses of the whole world along this path. The path of the workers’ and socialist revolution by the insurrectionary road.<\/p>\n We follow the example of the great Russian Revolution of 1917, the lessons left to us by its leaders, Lenin and Trotsky, and the entire political and theoretical struggle of Marx and Engels.<\/p>\n The class struggle as a determining factor<\/strong><\/p>\n Far from the visions held by a large part of international reformism, and even those who still call themselves revolutionary leftists, but capitulate to these positions. There is no war between “fascism and democracy” in the world today. Partly because those governments or political forces called “fascist” are not “fascist” and partly because those governments or political forces called “democracies” are in reality, as they have always been, democracies of the bosses. That is why we see supposed “progressive” governments applying the same austerity plans, looting and repression as the apparently “fascist” or “ultra-right” ones. Both line up to ingratiate themselves with the dominant imperialism whenever Trump asks for it. The greatest example is the Venezuelan Chavista regime that presented itself as the great enemy of imperialism, but in the face of the military aggression of the United States, that left dozens of dead and the kidnapping of Nicol\u00e1s Maduro, capitulated completely and today governs under Washington’s orders, holding the Venezuelan people hostage. Progressive governments such as Lula’s in Brazil or Petro’s in Colombia called for “peace” in the face of the revolutionary uprising of workers and peasants in Bolivia against the puppet government of Rodrigo Paz. Without going any further, in the face of the Zionist genocide in Gaza, most of those same “progressive” governments limited themselves to making statements, but they did not lift a finger to stop the greatest crime against humanity in recent decades.<\/p>\n None of these conflicts, nor the Russian invasion of Ukraine, which has been and continues to be an undisputed centre of world reality, can be explained by the alleged “inter-imperialist war” between the United States and China. Trump himself thanked Xi Xinping and Putin for remaining neutral in the face of the war against Iran. This thesis held by a large part of the world left, including the current IWL-FI, ignores that, despite existing rivalries, both the US and China (which is undoubtedly a growing power) work together to plunder and keep at bay the mass upsurges around the world. Something not very different from what Europe does, which also has economic and even territorial rivalries (see Greenland and Diego Garc\u00eda) with the Trump government.<\/p>\n On the contrary, far from this erroneous vision, what reality reveals is a much harsher panorama. A fierce offensive by US imperialism is underway to deepen the colonization of backward countries and to “put back in their place” emerging powers such as China. This while we are going through a deep economic, political, social and environmental crisis at a global level. An offensive that provokes an enormous response from the mass movement throughout the planet.<\/p>\n Every imperialist plan must pass the test of history, the test of class struggle. Thus, Trump suffered an embarrassing defeat in the face of Iranian anti-imperialist resistance and his ambitions in the Middle East (and those of Netanyahu) were bogged down in the fighting on Hormuz. For their part, the masses have rejected Israeli crimes with global mobilizations and especially with the largest day in history against an American president on NO KINGS DAY. It was the Bolivian workers and peasants who showed that the struggle against the austerity governments sold out to imperialism is from below with pickets, self-defense and dispute for control of the streets and accesses. A very important example when throughout the world the majority of the left, including many of those who claim to be Trotskyists, turns to parliament as a solution to problems. This tension between revolution and counterrevolution is the key in which we read reality. That is to say, what is truly decisive in understanding, explaining and intervening in the world situation is the class struggle.<\/p>\n Unfortunately, the struggle is not enough and heroic processes have long ended up truncated or defeated due to the leaderships directing them. Treacherous leaderships whose programs are not revolutionary but reformist and end up agreeing to the surrender of rights or, even having managed to overthrow current\u00a0 bourgeois power, hand it over again to the class enemies. It is our task, of the fighters and revolutionaries, to build leaderships that go deep in the defense of a workers’ and socialist and revolutionary program. That is why it is urgent to work hard on the reconstruction of a revolutionary tool of the workers at the international level.<\/p>\n Our positions are totally opposed to the different Stalinist currents, which today lie to the youth by presenting themselves as the great defenders of the revolution and communism, when they were the gravediggers of the revolution, those who soiled the name of communism and those who continue to support and participate in bourgeois governments.<\/p>\n At the same time, we see how many organizations that call themselves revolutionary and even Trotskyist, as is the case of the Argentine PTS (Permanent Revolution) or the International Socialist League (ISL), succumb more and more to the pressures of bourgeois democracy and reformist parties. In Argentina, the FIT-U, a permanent front where these two currents participate, raises as an electoral campaign slogan: “The left can and must be the government”<\/strong>, creating expectations in bourgeois democracy and that the government can be reached through elections, since they do not speak of the need for a socialist revolution, nor of the destruction of the bourgeois state, to achieve workers’ power along that path.<\/p>\n A foundation conference<\/strong><\/p>\n As we mentioned earlier, the IRC is less than a year old. In this period, despite our weakness as a result of having suffered the great defeat of the change of character and the outbreak of the IWL, we have advanced, overcoming difficulties by beginning to correct errors, in a common work process among the groups that we are currently part of. We have worked together to respond to the main facts of the class struggle worldwide and in the countries where we are; the Russian invasion of Ukraine, Israel’s genocide in Gaza, the US aggression against Venezuela, the war between the United States and Iran, the mobilizations and strikes in the United States, Chile, Argentina, Brazil and Paraguay and the Bolivian revolutionary upsurge.\u00a0 This while most of the groups began a foundational process of discussion and elaboration. But this path, which we have just begun, needs to move forward and take firm steps. That is why we are calling for an International Conference to found a democratically centralized International. We have the objective of resolving at the same conference a date for our first International Congress that will allow us in the period prior to it to face in-depth debates on program, strategy, policy, historical balance, correction of errors that have been committed, among others.<\/p>\n An open call<\/strong><\/p>\n The Founding Conference will be built on the founding statutes of the IWL-FI and on the Founding Manifesto of the IRC. We understand that these are the minimum bases that allow us to work towards a World Congress with perspectives of programmatic and political construction.
