{"id":1471,"date":"2026-07-07T17:12:37","date_gmt":"2026-07-07T17:12:37","guid":{"rendered":"https:\/\/cir-internacional.org\/en\/?p=1471"},"modified":"2026-07-07T17:12:37","modified_gmt":"2026-07-07T17:12:37","slug":"53-days-after-the-start-of-the-protests-rodrigo-paz-wins-the-battle-but-not-the-war","status":"publish","type":"post","link":"https:\/\/cir-internacional.org\/en\/53-days-after-the-start-of-the-protests-rodrigo-paz-wins-the-battle-but-not-the-war\/","title":{"rendered":"53 days after the start of the protests: Rodrigo Paz wins the battle, but not the war"},"content":{"rendered":"<p><em>From La Paz, Camila (MIT Chile) and Altino Prazeres (MPR Brazil),<\/em><\/p>\n<p><em>IRC Delegation in Bolivia<\/em><\/p>\n<p>50 days after the beginning of the Bolivian revolution, we published a note (1) explaining how the betrayal of the leaders of the Bolivian Workers&#8217; Central (COB) against the struggle of the people had been brewing. Mario Argollo and company, after not organizing the struggle from the grassroots \u2013 despite their bombastic speeches \u2013 had already put aside the demand for the resignation of President Rodrigo Paz, who in less than 7 months of government saw a country that confronted him with protests and blockades.<\/p>\n<p>During the night of Friday, June 19 (the 50th), after a new session of dialogue between Rodrigo Paz and the COB, Mario Argollo comes out with a statement calling for all blockades to be removed, this without guaranteeing that any of the 8 demands they drafted in their letter would be met, not even the freedom of all political prisoners.\u00a0 which was what Argollo initially said was &#8220;unnegotiable&#8221;.<\/p>\n<p>Next, during the early morning of Saturday, June 20, at about 1:30 am, Rodrigo Paz declared and put into practice a State of Exception, deploying the military to clear the blockaded sectors that remained.<\/p>\n<p>It was the maximum betrayal, Argollo took the step for Rodrigo Paz to make use of military force. Some grassroots sectors where the blockades were strongest (District 8, 7 and 14), distanced themselves from the Argollo-Paz pact, on the other hand, the T\u00fapac Katari Peasant Federation sent an instruction rejecting this pact and calling for resistance in the blockades and even massifying them (2), however, the next day, Sunday, June 21,\u00a0 T\u00fapac Katari itself called for an intermission (a kind of recess in the protests) and the suspension of a pre-planned extended one, this under the argument of the celebration of the &#8220;Aymara New Year&#8221; that takes place on June 21.<\/p>\n<p>Grassroots sectors of district 8 with whom we spoke told us that they joined T\u00fapac Katari\u2019s intermission, which is maintained to this day. The work of Rodrigo Paz and the military to remove the blockades could be carried out almost without resistance.<\/p>\n<p>The positive thing is that there has not been a massacre so far after this last State of Exception. The negative thing is that in Bolivia the union and peasant leaderships, for the most part, when they are not capable of carrying out the struggle for the liberation of their people in depth, nor the democratic discussions with their rank and file that imply how to continue in these struggles (or even how to retreat), suspend mobilizations and lead to exhaustion, confusion and demoralization.<\/p>\n<p>Thus, 53 days after the start of the protests, the nine departments (or regions) of the country began this Tuesday, June 23, without any blockades according to the transit map of the Bolivian Highway Administration (ABC).<\/p>\n<p>The government celebrates this triumph against the &#8220;violent&#8221;, at the same time that the latter and the Bolivian bourgeoisie seek to make invisible the revolutionary struggle that is taking place from below, looking for a scapegoat in Evo Morales, even asking for his imprisonment (3), when that former president has not been the one leading the protests and much less is the faithful defender of the demands of the Bolivian people:\u00a0 the last conflict that was maintained was from the coca growers of the Chapare led by Evo Morales, however, on Monday, June 22, Morales also called for an intermission indicating that &#8220;It is not that the resignation of the President has been proposed from the Tropics, although some legal and constitutional solution was sought, but here we have never proposed the resignation of the President.&#8221;<\/p>\n<p>So far, Rodrigo Paz is winning the battle, but talking to many Bolivians they tell us that this will hardly end soon, because the crisis persists, and there is no pact between the government and union or popular leaders that can silence this.<\/p>\n<p>For example, after the blockades the huge lines to access gasoline persist, motorists spend up to 3 days and nights in lines to be able to access some fuel, clearly they cannot blame this crisis on the blockades. On the other hand, the plan to hand over Bolivia and its natural resources to foreign capital persists, every day in the Bolivian newspapers there are attacks on state companies (which are bad because of corruption, but it is something that also happens with private companies) such as YPFB, on the lack of solvency, and giving the excuse that privatization is a solution to the problem.\u00a0 on June 22, a report (4) appeared in the Bolivian newspaper La Raz\u00f3n indicating that in Latin America we have many mineral resources, but we need to attract more investment and contributions by the States.<\/p>\n<p>It is necessary to draw the lessons of this process, which is not yet closed, changing the union leaderships is key to be able to advance in future triumphs. At the beginning of May of this year the COB declared a General Strike, but in reality it did not organize and guarantee the strike in any mine or company, part of the most advanced in this process were the blockades carried out by the population of District 7, 8 and 14 mainly, blockades that at the most critical moments, extended to seven of the nine departments of the country.\u00a0 That is why the Bolivian bourgeoisie to this day mourns losses of more than 2 billion dollars. There were days when the ABC registered more than 100 points of blockade, and after the announcements of dialogue, in less than a week they dropped to zero blockades, without having any material conquest, beyond the experience that this struggle leaves us.<\/p>\n<p>The policy of attrition has not only been Rodrigo Paz&#8217;s, but also Mario Argollo and the entire COB leadership. A criminal policy of betrayal, because instead of organizing the unification of the struggle of the blockaders with the urban working population of La Paz and in particular with the miners (not only of Huanuni and Colquiri, but of the miners of the large transnational companies that plunder the Bolivian people), what it did was to divide:\u00a0 The blockades without a clear plan made it easier for the urban population to replicate the government&#8217;s slanders and take a stand against those who protested.<\/p>\n<p>Rodrigo Paz won the battle, but if we want to have a better chance of winning the war, we must think that in order to remove Paz Pereira and all the governments that oppress and exploit our people, we must also remove the current leadership of the COB. Just as in 1987, the historic leader of the COB, Juan Lechin Oquendo, after a last betrayal, was put out of the leadership at a Central Congress (5), 40 years later it is proposed in Bolivia to initiate a discussion to remove Mario Argollo and company, and put in their place leaders who are up to the struggle. We must fight to recover the glorious COB of 1952, we cannot leave in the hands of sellouts an organization that our class conquered through struggles and revolutions.<\/p>\n<p>1)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 https:\/\/cir-internacional.org\/en\/50-days-after-the-start-of-the-protests-the-leadershipof-the-cob-abandons-the-demand-for-the-resignation-of-the-president-and-enters-thedialogue-with-rodrigo-paz\/<\/p>\n<p>2)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 This Federation was the first to bet on dialogue with Rodrigo Paz, eliminating the demand for his resignation. He raised a demand of 5 points to the government, however, as Rodrigo Paz did not respond in 24 hours, they ruled out rapprochement, and thus also distanced themselves from the steps of the leaders of the COB.<\/p>\n<p>3)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Seven of Bolivia&#8217;s nine parliamentary brigades met on Monday in Santa Cruz and, among their main resolutions, demanded that the arrest warrant for former President Evo Morales, who is being prosecuted for a case of alleged aggravated human trafficking, be complied with.<\/p>\n<p>4)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 https:\/\/larazon.bo\/economia-y-empresa\/2026\/06\/22\/caf-alerta-que-financiamientofrena-desarrollo-de-minerales-criticos-en-latinoamerica\/<\/p>\n<p>5)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The 1985 revolution had been diverted by Lechin&#8217;s action of refusing to take power and the bourgeoisie&#8217;s policy of bringing forward the elections, which ended in a major defeat. In<\/p>\n<p>1986\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 the miners, in order to confront the closure of mines and mass layoffs, organized the &#8220;March for Life&#8221; from Oruro to La Paz, which was strongly repressed, causing a large number of prisoners. Lech\u00edn, instead of participating in the march, went to Paris. At the<\/p>\n<p>1987\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 congress, in the face of criticism, he resorted to his characteristic method of presenting his resignation only to have it rejected. But it was the straw that broke the camel&#8217;s back and the resignation was accepted.
